The City of Bellevue, Washington, is piloting AI tools for building permits in partnership with Govstream.ai.
Challenge: In a random sample of 276 residential permits, 78% were missing at least one required document on first submission, and each resubmission adds two to four weeks.
AI's role: AI drafts citation-backed answers from city code, GIS, zoning and permit history; staff review, edit and finalize them.
Results: Applications complete on first submission: 22% → 67% (backtest of 276 past permits, not live operation). Required documents correctly identified: 96%. Staff time saved: an estimated 152 hours in one month (staff estimate).
What made it stick: Assistants trained on city codes, GIS and permit data, staff review of every answer, and ongoing rule tuning.
People lead; AI walks alongside. AI does the research, so staff can focus their expertise on judgment calls.
Takeaway: Helping applicants before they submit, rather than flagging problems afterward, can cut rework for everyone.
